The Michigan Older American Community
Service Employment Program (MOACSEP) is operated under Title V of the Older
Americans Act. It is designed to provide and promote useful
part-time opportunities in community employment for low-income
persons who are 55 years of age or older. It also assists
them in receiving the training that may be required for
employment in private or other unsubsidized employment.
Eligibility
AGE- An individual must be no less
than 55 years of age. No upper age limit is imposed.
PLACE OF RESIDENCE - An individual
must reside in Jackson, Hillsdale, or Lenawee County.
There is no requirement pertaining to length of residency
prior to enrollment.
CAPACITY TO PERFORM - An individual
must be determined capable of performing the tasks
involved in the community service employment assignment
proposed during enrollment.
INCOME - The income of a new enrollee
shall not exceed the income limitation of 125% above
poverty level as published by the Department of Health
and Human Services. It is necessary for the
prospective enrollee to meeting with the MOACSEP
Coordinator to determine income eligibility.
Enrollment
Process
Determination of Eligibility.
The MOACSEP Coordinator will evaluate the prospective
enrollees situation to determine whether or not he/she
is eligible.
Based on the new enrollees
previous experience and skills, the MOACSEP Coordinator
will attempt to find a suitable placement at an
appropriate host site.
The enrollee will be supervised by a
designated individual at his/her work site. In
addition, the MOACSEP Coordinator at the Area Agency on
Aging office will serve as supervisor for all enrollees
in regard to the program. Should any problems arise at an
enrollees work site, the MOACSEP Coordinator should
be notified.
Enrollees are paid an hourly wage and
also receive fringe benefits such as paid vacation, sick
and holiday time.
Determination of eligibility is
required on an annual basis for continuation of enrollees
participation in the program.
The ultimate goal of the program is to
be able to place enrollees in unsubsidized employment.
